Major Racial Advantages

Generational Upgrades
Being unnatural power wielders, Legio do not gain power from fighting, or training as their natural peers usually do, nor do they gain power from Passive Training. In fact, Legio do not gain power from any normal power gaining method. Instead, their PL is fixed from the moment of creation. In lieu of fighting, they may spend 60 tech days (no bias application) to opt into and train for a program that permanently doubles their Physical power level. This option is only available if their power is below half of the Technology Threshold, maintained at the bottom of this page. This program is not available during character creation. Should the criteria be met, completing the training for the upgrade will not only double the Legio's power, but also immediately incurs 20 incap days. The character is considered in a military hospital for the duration, and may apply the hospital healing bonus.
Because of the uselessness of trying to gain power from fights, Legio often seek to learn technique and style rather than seeking merely to beat the other person into submission, and once per day, if they engage in a friendly spar where they do not drop below half of their maximum stamina or lose more than half of all durabilities used during the spar, and where that spar would normally be considered challenging for the purposes of taking PL gains, they may enjoy a bonus tech day. Technique training RPs (not solos) may also take advantage of the extra day, as an alternative.
Ineffable Determination
Once per week, a Legio can dumb his or her rationale to focus upon a single important task, granting them the strength of will to place their lives in great risk, and the ability to weather through great punishment and exhaustion to achieve it. Stubborn Determination is activated with a tech action and a natural charge worth of stamina (if this would reduce a Legio below 0 stamina, it is still allowed and does not cause loss of consciousness). To activate, the Legio must be embroiled in a serious conflict (not in a spar or training) and have a clear task that he or she wishes to achieve and the he/she believes is possible, if given the benefits of this power (the task must be declared). During activation and for up to three posts afterward, the Legio is considered to have half of its PhysPL stamina again usable stamina below zero, half of its PhysPL durability again usable durability below zero, and a concentration threshold five times higher than what they would normally have. If, at any time during the duration of the power, the task the Legio wishes to accomplish seems to fail, Ineffable Determination immediately ends. Whether due to depletion of extra durability and stamina, to reaching the end of the power's duration, or to the completion or failure of the task, Ineffable Determination's end causes unconsciousness and a mandatory minimum 5 day incap. Maximum incap days are expanded by 10 after an RP where Ineffable Determination is used, and incap days are still judged upon damage done beyond zero durability.

Minor Racial Advantages

Cybernetic Implants
Legio have simple communication implants embedded into the base of their brain, which allows them to interact with computers wirelessly with their mind. The general issue implants for the purpose are low-grade, and the link with the brain is nowhere near as thorough as a truly cybernetically enhanced brain -- it is merely present to provide a Legio with the capacities of a simple tablet with military-grade encryption. They may use it to connect with government databases they have been given authorization to access, as well as basic internet access. Simple, military-approved programs can also be installed on the implants, which can be anything from a basic game of "Brain Poker" to a low-complexity hacking script for accessing a hostile system. Many Legio request for a messaging system to be installed to allow private digital communications (both verbal and text) with their squadmates, but the military monitors all communication through the implants, so "private" is defined loosely, here.
Endless Energy
The power granted by a Legio's implants and genes have the side effect of enormously prolonging the length of time that they may stay alert and functional without sleep, and shortening the amount of sleep that is needed when sleep is finally needed. Most go a week without sleep at a time, but in times of need, some Legio can stay awake for up to ten days before their faculties begin to noticeably decline.

Major Racial Disadvantages

Dulled Intellect
The neurochemicals that keep an average human brain working at extremely high speeds and with lightning fast reaction times have the adverse affect of causing their creativity and insight to dull. Legio have neutral tech bias instead of good, and always fail Enlightenment.
Additionally, Epiphanies yield one quarter of the tech days they would normally yield, though they are roughly half as difficult to achieve.
Camaraderie
Legio rely heavily on the support of comrades to bolster their morale to fight. While, in any serious battle, a Legio does not have at least two comrades, or alternatively, at least one other Ranger Guard member, actively fighting with them, they will begin to panic, losing the ability to charge any technique, zeroing their concentration threshold and losing half of all detection senses. These penalties are temporarily nullified while Ineffable Determination is active. Legio will never enter a serious battle by themselves.
Boot Camp
Legio may not be created with original techniques, though they may develop them later. They must, at least, be created with Basic Ranger Guard Training.

Minor Racial Disadvantages

Custom Engineered Soldier
Legio may not use any power type, but Physical power. This includes in the rare instance that another power wielder's power should temporarily grant them an extra power type -- the extra power may still reside within them, but they will prove utterly incapable of making use of even its most basic concepts, like ki durability. Further, Legio's PhysPL MUST be the specific physical template designed for them, found below.
Mutational Phenomena
When you create a Legio, you must give him or her at least one Psychosis and at least one Physical Hitch. They do not need to have powered implications, though they may if you wish. They may, in fact, both be relatively minor, but they must be present and roleplayed where appropriate. The Psychosis and Physical Hitch should not be so conditional that they would not manifest every once in a while. A Psychosis may be something as small as bursting into tears inexplicably at random intervals, or can be as major as having an imaginary friend that the Legio perceives as very real. A Physical Hitch can be as small as an occasional curling of a lip to something as major as a sudden impulse to punch a nearby wall. Neither phenomena should be so severe that it could significantly affect the Legio's performance in battle -- the government filters such adverse conflicts out of the program before they are allowed to join the Legio ranks.
Mandatory Service
All Legio are conscripted into service for four (story) years after character creation. They are not allowed to quit the Ranger Guard, during that time. Those who go AWOL are disciplined severely, as dismissal from the service is not an option. If desired, however, a Legio may stay on with the Rangers until mandatory retirement.
Furthermore, all implants are considered property of the Ranger Guard, and the implants cannot function without gene therapy, so if a Legio should decide to quit the Rangers after the four year tenure, their Legio modifications are reversed, and the former soldier slowly returns to their previous status, as a mortal. This is foregone for those who live long enough to retire, however, as surgical removal of implants at that age is extremely risky. Those who do have their powers reversed occasionally retain a few small hallmarks of their time as a Legio, such as a rarer recurrence of a psychosis, or unusually retentive muscle mass.
