Founded by business tycoon Victor Albright, the Initiative strives to create a group of power wielder vigilantes to fight the many injustices of the world. Whether it be as a defense force to protect the innocent from power wielder attacks, or as a strike force to actively pursue powered criminals so as to apprehend them for the authorities to take, the Initiative harbors the peoples' best interests at heart... even if they may not be acting within the fringes of the law. Members of this group are encouraged to take measures to hide their identities, lest their enemies or the authorities decide to use said identities to locate them.

The Initiative is a newly established organization. Founded by business tycoon Victor Albright, the Initiative strives to create a group of power wielder vigilantes to fight the many injustices of the world. Whether it be as a defense force to protect the innocent from power wielder attacks, or as a strike force to actively pursue powered criminals so as to apprehend them for the authorities to take, the Initiative harbors the peoples' best interests at heart... even if they may not be acting within the fringes of the law. Members of this group are encouraged to take measures to hide their identities, lest their enemies or the authorities decide to use said identities to locate them.

History

The Initiative was founded and is still currently funded by business tycoon, Victor Albright. Albright is a mortal denizen of North City, sole owner of Albright Enterprises, a highly successful construction company. Given North City's high rate of being attacked by power wielders, Albright's business has amassed him a sizable fortune.

For many years, The Initiative had been on Albright's mind. North City's record high attacks throughout the years had frustrated the businessman, wishing that he could somehow offer his aid to the people. But, being solely a mortal, he could not take on these threats himself. Rather, Victor surmised that he could gather a group of power wielders himself, and mold them into a heroic fighting team, to take on these threats and keep the people safe. And so, fueled by this idea, construction began on a base of operations for the Initiative in North, nestled in one of the many mountains at the outskirts of the stalwart city. Albright hired private contractors, wanting to combine his resources with high technology and the individuals that would comprise the group he had in mind.

The recent Shen'ihr crisis, as well as the ongoing terrorist attacks on South City by the vampire Selene Alexander, have spurred on Albright's plans so as to finally finish them. The Initiative is now fully operational, though it currently houses less than a handful of heroes.

Location

The outskirts of North City are home to the Initiative. Their headquarters are located within a hollowed out mountain, courtesy of Albright's years and large quantities invested in his brainchild. The headquarters are shielded, able to block any sensory attempts made against its location. They are also fully outfitted for several people to live within its fold, complete with dormitories, fully stocked kitchen, rec room, etc. There are also training grounds within the Initiative's headquarters, where its members can run an obstacle course or spar each other to hone their skills. These sections are hardened and durable, able to withstand powered blows. Aside from these amenities, their base of operations are also equipped with laboratories for investigative and/or research purposes, a monitoring chamber where current events are instantly fed in for the group to observe, and other miscellaneous sections.

All in all, their headquarters are not impregnable, and rely mostly on secrecy as defense.

Mission

The members of the Initiative are charged mainly with the protection of innocent life. In this manner, they act as a preventive task force, reacting to powered threats against the lives of innocents and Cardinal's way of life as a whole. However, they are also tasked with acting as a preventive force, investigating crimes and their enemies, so as to actively pursue them and finally put them behind bars. Which means, of course, that the members of the Initiative are charged with hunting down power wielder criminals to finally hand them over to the proper authorities.

Each member is also personally charged with protecting for his or her secret identity. As they are not a proper government sanctioned organization, the Initiative thrives on secrecy. Not to mention that making themselves public would make them likely targets for whatever enemies, or even Ranger Guard personnel, to hunt them down.

Lastly, the Initiative always searches for like-minded individuals to join their cause. It is best to act as a team, rather than fight individually against the threats that regularly attack Cardinal's way of life.
