Hmmm. Maybe instead of doubled learning, techs get a 'bump' on the bias scale? So good would be excellent, neutral would be good, ect? It's kind of a midway thing between doubled learning and just regular learning. --Ff0ecaf 12:50, 11 February 2008 (PST)

And what do the few characters with excellent bias get bumped up to? there is nothing above that. Good idea but it would need more expanding. ...
