Rules talk:Twin-Souled

So there was some discussion for some minor buffs to this template. Dev said something to the effect of wasteful start being changed to be the average of the two PL's. As well as a better way to control which personality is out more often then they can currently. Both seem like good ideas though I'm open to more ideas, and or specific changes.
