"A character's charge rate may not exceed his or her template's initial natural charge (max 30% for Ki, max 20% for Psi, max 60% for magic). PhysPL characters observe this rule, utilizing the power type their template is based on to determine what its natural charge and charge rate will be like for this rule. This may not be circumvented via techniques."

Curiously, this means that this technique cannot be purchased by psions, as their charge rate is already equal to their natural charge. I suppose they could purchase this technique as a shield against debuff techniques which reduce charge rate. -Hroefn T 19:43, 16 November 2015 (PST)

In that case I might consider a reduction in price for psions, if they're looking to defend themselves against such a debuff; either that or limit such debuff techs to affect psions on a per slot basis. Charge rate is reduced by the PL of a tech for one slot, then rolls over to the next one and so on until the charge is spent. Let's see what others have to say.
It would make sense to limit debuff techs on a per-slot basis with rollover for psions, not just for this, but for any of the charge calculations. They have to buy them individually per slot, so it makes sense they would be subtracted the same way. The question for me is, if say, one slot is debuffed, can they simply use that one slot as their PD slot for the round, making the debuff effectively ignored, or should they be forced to 'use' debuffed slots first? I'm not sure there's a good way to rule on that, though. Hroefn T 17:11, 2 December 2015 (PST)
