Psionic Militia
The collection of souls known as "Empirical Security, Fifth Group, Specialists", are more commonly identified as the Psionic Militia, or PsiMil. This colloquialism comes from the founding conversation, when Alothin invited psions to discuss the formation of such a group with him, and Shanji Ushai, Kaden Azauth, and Whisper D. Wolf responded. He envisioned a force that was carefully controlled in its use of force, to defend the Earth in a more coordinated fashion than had been happening, previously.
Incidentally, it is this same drive towards forming power wielders into more cohesive fighting units that moved him to give away PAD units for free to all Tenkaichi Budoukai contestants -- a means of communication that previously, was nonexistant.

Structure
The Psionic Militia, while officially part of Empirical Security, does not recognize any internal ranking scheme amongst the majority of its members. Alothin, as founder and director, organizes logistics and provides a base of operations, as well as some additional 'goodies'. However, he rarely takes a direct hand in Specialist operations, other than that. The bulk of the roster is considered a group of equals. Additionally, there are also the 'Irregulars'; members who are younger than the age of majority, and are thus too young to employ in such a dangerous position, both legally and morally. They are, nonetheless, encouraged to train with the rest of the Specialists and hone their talents for the day when they might be a full member.
The Psionic Militia is based on Deius Castle, where they have ready access to the portal stations around the continent, and in every Empirical facility.
Relations
Prior to the establishment of Cardinal's own powered fighting forces, the Specialists were the only organized powered peacekeeping force. They often assisted the police with the capture and detainment of powered criminals.
Alothin has been making overtures to the organizers of the new forces, and to the Cardinal government, to officially recognize and deputize his forces as a friendly powered fighting force.
